Propose Bylaw Change Details

The proposed bylaw changes are as follows:

Pg 7, Art. 8 Sect 1A: remove the ability of the president to hire a paid full time secretary at his discretion.

Pg 7, Art. 8 Sect 1C & 1D: Split secretary/treasurer into two separate offices with separate responsibilities to add in flow of work.

Pg 7, Art. 8 Sect 1D: Reinstate officer's expense pay for the local secretary, 15hrs per month, BST Wage Scale 32

This will return the bylaws to the state they were in previous to the October 2018 change, with the exception of reinstating the executive vice president position.
